The Oil Spill Recovery Institute is accepting proposals for small grants that focus on marine resources at risk to oil spills along major transportation routes for oil in the arctic and subarctic regions. Two major areas of interest are:
(1) Food web toxicology: Projects that look at the transfer of oil contaminants through the marine food web. One specific area of interest is determining what role zooplankton plays in the transfer of toxins to higher trophic levels.
(2) Chronic oil toxicity: Projects that study the long-term toxicity of oil contaminants in the marine environment. The OSRI will entertain proposals requesting continued funding of existing oil toxicity monitoring projects, based on merit.
The total FY99 budget for this program is $96,000 and OSRI anticipates funding several projects from this total amount. The duration of the grant awards will be for one year with an option to renew.
Application Process
Interested candidates must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI web page (http://www.pwssc.gen.ak.us/~osri) or from the OSRI by calling (907) 424-5800.
The original and three copies of the proposal, including the copy bearing the signed cover page, should be mailed to:

Proposals must be submitted in hard copy form. Proposals will not
be accepted by FAX or electronically. They must arrive at the OSRI
by the due date.
Proposal Evaluation
Proposals will be evaluated by the OSRI director, individual peer reviewers and/or a review panel. All large proposals will also be reviewed by the Scientific and Technical Committee. The evaluation criteria differ based on the type of project. In general, the proposals will be evaluated based on whether the project fills a gap in current technology or understanding, on how it will improve oil spill response or reduce damage from spills, and on how the research results will be implemented. The experience of the project team members will also be considered. For more information refer to the Grant Policy Manual, Section 4.4.1, which can be found on the OSRI web page.
Awards
Proposals, due by March 10, 1999, will be evaluated by the method described above, and the awards will be made by April 14, 1999. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy Manual.
Additional Information
The OSRI provides awards for research in the sciences, engineering and technology as well as educational programs.
