Request for Proposals - Geographic Information System for Living Resources at Risk to Oil
The Oil Spill Recovery Institute (OSRI) is seeking proposals for the production
of a Geographic Information System (GIS) map of living resources at risk to
oil spills along Alaska's marine transportation routes.
Professional services sought through this RFP include data acquisition, database construction in an appropriate format for dissemination, and reporting of results in both electronic and hard copy formats. Data display will require coordination with the OSRI personnel and contractors who are responsible for maintaining the OSRI network and website. This database will ultimately be posted on OSRI's web pages. The maximum amount of funding for this area is $120,000, from which more than one contract award is expected.
The selected contractor will provide and operate all necessary computer equipment
and software to acquire and process data. As part of the deliverables, the selected
contractor shall prepare a preliminary GIS database and map for review by November
30, 2000. A final GIS report is due January 31, 2001. Deliverables of the contract
include all services necessary for the completion of both a draft GIS map, the
services required to incorporate any modification made upon appropriate review,
as well as the completion and delivery of final versions of the GIS map in both
electronic and hard copy format. The scale of the map is specified as 1/1,000,000.
Prospective contractors interested in submitting proposals should direct technical
questions and project proposals to the OSRI staff (Gary Thomas, Walter Cox or
Nancy Bird) at P.O. Box 705, Cordova AK 99574, (907) 424-5800. Proposals should
contain the name and address of the firm; name, address, phone and fax numbers
of the contact person for the proposal; a comprehensive description of the equipment
and procedures to be used; as well as a brief description of the qualification
of the firm and key personnel. The deadline for proposals is April 15, 2000
and proposals must be postmarked by the deadline to be considered. Contractors
wishing to submit a proposal are advised that qualification and capabilities
will be considered in the evaluation process. Specific criteria that will be
used to evaluate proposals include:
1. The capabilities, related experience, facilities, equipment, techniques
and methods of the proposing organization.
2. The capabilities, qualifications and experience of the proposing organization's
key personnel involved in actively performing the data acquisition, analysis
and reporting.
3. The organization's record of past performance with similar types of projects.
Applicants should include references to aid in evaluation of performance criteria.
4. The organization's estimated cost to perform the required professional services.

Application Process
Interested candidates must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI web page (http://www.pwssc-osri.org) or from the OSRI by calling (907) 424-5800.

Proposals must be submitted in hard copy form. Proposals will not be accepted by FAX or electronically and must be postmarked by the due date.
Proposal Evaluation
The OSRI director, OSRI technology coordinator, individual peer reviewers and/or a review panel will evaluate proposals. The Scientific and Technical Committee will also review all large proposals. The evaluation criteria differ based on the type of project. In general, the proposals will be evaluated by how well they meet the needs of the RFP, and fill existing research or technology gaps. Experience of the team members will also be looked at. For more information, refer to the OSRI Grant Policy Manual, Section 4.4.1, which can be found on the OSRI web page.
Awards
Proposals, due by April 15, 2000, will be evaluated by the method described above, and the awards will be made by May 15, 2000. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy Manual.

OSRI provides awards for research in the sciences, engineering and technology as well as educational programs.
